Light blocks

Make a new image (mine was 800x600 pixels) and set the foreground color black and background color white:

Go to Filter> Render > Clouds and after that to Filter > Render > Difference clouds. Apply it multiple times. I applied it 4 times.

Now apply Accented edges to the image (Filter > Brush strokes > Accented edges). You'll get this:

Go to Filter > Stylize > Tiles. These are the Settings: Number of tiles: 10, Maximum offset: 10%, Fill empty area with: background color.
Then apply a radial blur: Filter > Blur > Radial Blur. Settings: Amount: 23, Blur method: zoom, Quality: Best.
Change the levels (Image > Adjustments > Levels or just press Ctrl+L) like this:

And you'll get more or less this:

And again go to Filter > Stylize > Tiles. Settings: Number of tiles: 10, Maximum offset: 10%, Fill empty area with: background color.
And Filter > Blur > Radial blur. Settings: Amount: 23, Blur method: zoom, Quality: Best.
And accented edges again: Filter > brush strokes > accented edges
Now go to Edit > fade accented edges and set the opacity at 60%
We'll give it a little bit of color:
Image > adjustments > hue/saturation. You can choose the color you want. I chose this settings: H: 211, S: 41, L: 0

Duplicate the layer and go to Edit > transform > flip horizontal and change the layer's blending mode to Overlay

You can leave it like this, but if you want to lighten it even more go to Image> adjustments> brightness/contrast and move the contrast arrow until you're happy with the result. I left it at +40.
