Open your image. If it's not a jpg, paste it onto a new document. I'll be using this one:

Duplicate the image layer and go to Filter > Artistic > Cutout. Use the settings below.

It's almost all done. You can keep it like that, or we can make it look less simple. Continue to the next step.

Duplicate the background layer (the one that we DIDN'T apply the filter) and put it on the top of the layers. Change the blending mode to Overlay and the layer's opacity to 50%. We did a vector-looking image in just a minute!
