This tutorial will teach you how to make a parchment-like texture on Adobe Photoshop. This tutorial is written using version 7.0 of Photoshop but it's probably the same or similiar for older or newer versions.
First open a new document. Then press the letter "d" on your keyboard to make it go to default black and white for your foreground and background color.
Now go to Filter >> Render >> Clouds and you should get something like this:

Now go to Filter >> Stylize >> Emboss and choose these settings or you can choose your own settings until you get something you like:

And you should get something like this:

You can stop here but you may as well add some color, so go to Image >> Adjustments >> Hue/Saturation and click on Color and mess with it until you get a color you like. I choose a light tanish color like real parchment, and all you need to do is add some images or some art and wha-lah! You're done. Here's my final product (images from Stock.Xchng):
