Open the image you want to add this effect and take the brush tool

Click on the little folder on the right of the tool properties thing

A window will open. There, take one of the default brushes that's named Star.

Click on Shape Dynamics and make it active. Now set your properties like the ones below:

Do the same with the scattering options:

Once you've done the steps above, you will see something like this on the brush preview:

Make a new layer and name it for example Light dots. Click and Drag randomly on the image where you want the dots to appear

We'll make them brighter now. Right click on the Light dots layer and make Outer glow active. Leave the default settings and click ok. Tada! you're done, it wasn't difficult, was it?
