Open your image. If it's not a jpg, paste it onto a new document. I'll be using this one:

Duplicate the image layer and go to Filter > Pixelate > Color halftone. Use the settings below, then change the layer's opacity to 35%

Duplicate the background layer (the one that we DIDN'T apply the filter) and put it on the top of the layers. Change the blending mode to Color.

Make a new layer at the top of all layers and go to Edit > Fill and select White from the dropdown. Click OK and change the layers blending mode to Overlay.
