With this really simple tutorial we can achieve a very useful and beautiful effect. Let's start.
Open the image you want to work with by clicking on File > Open.

Duplicate the layer and click on Filters > Blur > Gaussian Blur. Input a radius of 10 and click OK. Change the layer's blending mode to Screen and the Opacity to 40%. By now, you should already know how to do that, if not, just check the other photoshop brushes, it's very easy.

Duplicate the layer we just duplicated (the one with the gaussian blur) and change the blending mode to Overlay and the Opacity to 100%. It's done already! wasn't that easy?
